At CARD (Center for Agriculture and Rural Development), we believe that true development cannot be achieved without resilience. Boudh, a district located in the heart of Odisha, is no stranger to natural calamities — floods, cyclones, droughts, and heatwaves have left thousands of vulnerable rural families struggling to rebuild their lives. Through our Disaster Management initiatives, we aim to protect, prepare, and empower communities before, during, and after disasters.
Why Disaster Management Matters
Rural communities, especially smallholder farmers and tribal populations, often bear the brunt of natural disasters. Loss of crops, livestock, homes, and livelihoods plunges families deeper into poverty. With climate change intensifying the frequency and severity of these disasters, proactive disaster management is not just necessary — it is urgent.
Our Focus Areas
1. Disaster Preparedness
We work with local communities to build awareness and preparedness strategies. Our efforts include:
a. Community awareness campaigns on flood and cyclone preparedness.
b. Disaster preparedness training for village-level task forces.
c. School-based education programs on safety and evacuation procedures.
d. Promoting traditional knowledge and indigenous coping mechanisms.
2. Emergency Relief and Response
When disaster strikes, CARD is on the ground delivering life-saving support. We provide:
a. Immediate food relief, clean drinking water, and hygiene kits.
b. Temporary shelters and basic healthcare services.
c. Special assistance for women, children, and the elderly during crises.
3. Rehabilitation and Livelihood Restoration
Recovery is a long journey, and we stay committed throughout:
a. Rebuilding homes and community infrastructure with climate-resilient designs.
b. Livelihood restoration through support in agriculture, livestock, and small businesses.
c. Providing psychosocial support to trauma-affected individuals and families.
4. Climate Resilience and Risk Reduction
We take a long-term view by integrating disaster risk reduction into all development activities:
a. Climate-smart agriculture practices to mitigate crop loss.
b. Construction of rainwater harvesting structures and flood-resistant embankments.
c. Promotion of alternative livelihoods to reduce economic dependence on vulnerable sectors.
Impact So Far
Over the past decade, CARD has reached more than 20,000 individuals across rural Boudh and neighboring regions through its disaster management interventions. Our work has helped reduce response time, save lives, and speed up recovery in some of the worst-hit areas.
We take pride in building local leadership — empowering village youth, women’s groups, and farmers’ collectives to take charge during emergencies.
